SCMC aims to encourage consultants to maintain quality and customer satisfaction of their consultancy services, boost the advancement of their careers, as well as to provide a developmental path for their career.
There will be two levels of qualifications to choose from:
- Professional Singapore Certified Management Consultant (PSCMC)
- Expert Singapore Certified Management Consultant (ESCMC)

Enterprise Singapore understands the importance of management consultancy, and has adopted a holistic approach before releasing the Technical Reference for Management Consultants (TR 43:2015), which sets out the minimum acceptable professional standards and practices for Management Consultants.
With effect from 1 January 2017, SMEs seeking ICV-Consultancy or CDG support for consultancy-related costs under their capability upgrading projects will have to engage management consultants who possess Enterprise Singapore-recognised certification. Management consultants who wish to serve SMEs in their ICV-Consultancy or CDG-supported upgrading projects must be certified in this area.

1) Online Registration
Consultants can register online, and provide their profile information, such as name, contact information, etc. A link to our application form will be sent via our auto-generated email.
2) Submission of documents
Applicants are required to send the application form together with the required supporting documents to scmc@tuv-sud-psb.sg. The review will only start once all required documents are received.
Upon successful application, payment has to be made before the scheduled examination. Payment details can be found on the application form.
3) Preliminary check by TUV SUD Assessor
Your submitted documents for application will be reviewed by our Assessor, in order to check for the adequacy of the information submitted.
Please kindly note at any point in time until the final results of your qualification, we may request for additional documents or clarifications.
4) Examinations
After payment is confirmed, candidates will receive an invitation for the examination.
A 90min examination will be conducted on-site at our premises, which consist of 60 multiple choice questions that assesses on consulting skills, people skills, project management, and ethical principles.
After the candidate passes the examinations, an interview will be scheduled at a later date. A re-test is possible, but chargeable.
Once the candidate passes the examination, we will schedule an interview.
5) Interview
A panel of experts will conduct the interview to assess the competency of the candidate and recommend for award of certificate if the interview is successful.
6) Certification Review
A final certification review will be conducted based on all information collected from steps 1 to 5.
7) Award SCMC certificate
If the interview is successful, the candidate will be awarded an SCMC certificate that is valid for 3 years upon successful certification review.
8) Yearly Evaluation (Year 1 and Year 2 of Certification)
SCMC shall update the activities undertaken by him to remain relevant as a practicing management consultant. Activities which centered on continuing education shall be submitted within the 1st month of Year 2 and Year 3 from the date of issue of the SCMC certificate using the Continuous Professional Development (CPD) log sheet.

8) Renewal of SCMC Certification
Nearing the end of the 3 years’ validity with TUV SUD PSB for the SCMC scheme, The SCMC shall submit the following at least 3 months before the expiry of their certificate for review:
✔ At minimum 90 hours of continuing education in last 3 years
✔ At least three (3) testimonials from projects completed in the last 3 years from the customer

9) Fees
For new applicants, the cost for a full three years is SGD 2,350.00, subject to 7% GST. Transfers from other SPRING-recognized management consultant's certification programme may opt out of the examination. Renewals under SCMC would be SGD 1,200.00, subject to 7% GST instead for the next 3 years.A breakdown for new applicants and transfers fees can be seen below:

Stage 2(a): Examination with assisted online tutorial lesson - SGD 800.00
Stage 2(b): Optional 1 Day Instructor-led Classroom Training - SGD 300.00

Please note that as a Singapore Certified Management Consultant (SCMC), you shall abide by the following Terms and Conditions:
1. Abide by the Code of Conduct.
2. Comply with the relevant provisions of the certification scheme.
3. Comply with the instructions for use of Logos and Marks
4. Make claims regarding certification only with respect to the scope for which certification has been granted.
5. Not to use the certification in such a manner as to bring TÜV SÜD PSB into disrepute, and not to make any statement regarding the certification which the TÜV SÜD PSB considers misleading or unauthorized.
6. To discontinue the use of all claims to certification that contain any reference to the TÜV SÜD PSB or certification upon suspension or withdrawal of certification, and to return any certificates issued by the TÜV SÜD PSB.
7. Inform the TÜV SÜD PSB, without delay, of matters that can affect your capability to continue to fulfill the certification requirements
8. TÜV SÜD PSB may suspend, withdraw or reduce the scope certification in the event that a certified person is found to have violated the requirements of the scheme.
Violations include (but not limited to) :
(a) Falsify information/documents
(b) Non-fulfillment of the requirements
(c) Misuse of certificate (e.g. Loaning the certificate to another party to apply for government grants)
(d) Violate the code of conduct

Appeals and Complaints
APPEALS
Handling of Appeals
Step 1
If there is any appeal with regards to TÜV SÜD PSB certification for Singapore Certified Management Consultant (SCMC) Scheme, please write in formally to Certification Department, TÜV SÜD PSB Pte Ltd at No. 1 Science Park Drive, Singapore 118221 within one month from the date of notification of the final result. An administrative fee will be charged for appeal cases by TÜV SÜD PSB. The appellant shall state the grounds for appeal and the justification for the final result to be reviewed.
Step 2
Upon receipt of the appeal, TÜV SÜD PSB will send an acknowledgement to the appellant.
Step 3
The Certification Department, together with relevant parties, will evaluate and investigate the appeal received.
Step 4
Appellant will be informed of the outcome of the evaluation and investigation. The decision of the Appeal Panel will be final and no further appeal for the same case shall be entertained.
COMPLAINTS
Handling of Complaints
Step 1
If there is any feedback or complaint with regards to TÜV SÜD PSB certification for Singapore Certified Management Consultant (SCMC) Scheme, please write in by mail to Certification Department, TÜV SÜD PSB Pte Ltd at No. 1 Science Park Drive, Singapore 118221.
Step 2
Upon receipt of the complaint, TÜV SÜD PSB will send an acknowledgement to the complainant.
Step 3
The Certification Department, together with relevant parties, will evaluate and investigate the complaint received.
Step 4
Complainant will be informed of the outcome of the evaluation and investigation.
Step 5
TÜV SÜD PSB, together with the relevant parties, will take the required actions determined for the resolution of the complaint
Step 6
If actions required to be taken will exceed 2 months from the date of receipt of the complaint, the complainant will be given an interim update on the progress.
Step 7
Upon completion of the actions taken, complainant will be informed by TÜV SÜD PSB of the outcome of the actions taken
